So many questions. Is that a dog writing a children's book? Are those upside down smiley faces? Why does a rejection letter need a cartoon? Do you get a ribbon with an image of pen and parchment paper when you are rejected? Was it Friday the 13th in 1988? What's a round-up committee? Why didn't they sign the thing?

no, seriously though, i like it. i like it a lot because it makes me smile. rejections should always be goofy, eg in the the form of magnets, stickers, fortune cookies, or with inspirational stock cartoons.

I like it too! It's genuinely funny and way better designed than clip art of today. Sigh.
It's clever too - "We regret that we are unable to publish all work" could mean two things - they can't publish everything submitted or they can't publish anything. No wonder it isn't signed.
The dog is about to write "See Spot run". I'm old enough to get the reference. Another sigh. Chuckle. Oy.
