Looks like a completely standard form to me. I was oddly excited to see this because the American Literary Review is publishing one of my stories in its next issue. (Only because it reminds me about the forthcoming publication...not because I want anyone to receive this rejection.)
FYI here's a blog post from one of the ALR editors, who shares a little of what it's like to make editorial decisions.
I used to work at ALR. I could tell you stories! But they really are quite fair in their reading practices, or at least they were when I was on staff--I always felt good about the choices we made. I suspect it's still the same.
